Requesting a Quotation for Refrigerants or Chloromethanes from China: What to Put in the Enquiry
· HANGRUI HOLDINGS LIMITED
The short answer: an enquiry that comes back comparable, in writing, on one page contains eight items. Each one changes something in the offer — an omitted item is not a missing detail, it is an unallocated risk that will be priced by whichever side assumes it.
The eight items
| # | State this | Why it changes the offer |
|---|---|---|
| 1 | Product and grade | Purity and the contractual parameters decide the price band and the supplier’s ability to quote firmly |
| 2 | Quantity basis | Per container, per cylinder, per drum, per IBC or per ISO tank — volume and mass are not interchangeable |
| 3 | Packing format | Sets net weight, unit count and handling; 20 t is 80 drums, 16 IBCs or 1 ISO tank |
| 4 | Destination | Port or city, because freight, transit and modal rules follow the route |
| 5 | Incoterm 2020 + version + named place | Decides where risk, cost and the declaration duty transfer |
| 6 | Importer of record | For HFCs into the EU this is where quota and licence sit; it also tells the supplier which documents the file needs |
| 7 | Document set required | COA, SDS, packing list, certificate of origin — named up front, not discovered at the port |
| 8 | Date needed | Lead time is counted from a trigger (order, deposit, or stock release); without a date there is no commitment |
What each omission costs
| Omitted | What happens next |
|---|---|
| Grade parameters | Offers arrive at different specifications and cannot be compared |
| Packing format | Net weight is assumed; the packing list becomes a negotiation |
| Incoterm and named place | Landed cost is compared against ex-works price — the comparison is meaningless |
| Importer of record (EU HFCs) | A quotation is issued without the quota basis being established |
| Date needed | Lead time is quoted from now, and slips without anyone being wrong |
Two worked enquiries
Refrigerant, EU destination
R134a, refrigerant grade; 20 t; refillable cylinders as per your standard export cylinder; delivery to Rotterdam; CIF Rotterdam, Incoterms 2020; the importer of record will be our EU entity, which holds the F-gas quota and the REACH registration; documents: transport document, packing certificate, packing list with net weight, COA, SDS; needed by week 42.
What that enquiry gets: a packing proposal (cylinder sizes and unit count), net weight per unit, the document list confirmed against the importer role, and a lead time counted from a stated trigger.
Chloromethane, non-EU destination
Dichloromethane, 99.9 % min, water 0.05 % max; 40 t; 200 L drums (UN 1A1); delivery to a port in Southeast Asia; CFR, Incoterms 2020; we are the importer; documents: COA, SDS, packing list; needed by month end.
What that enquiry gets: net weight per drum, drum count, stowage and segregation statement, and where the price basis sits.
What a usable offer looks like
One page, in this order:
- Price, with its basis (per tonne, per cylinder, per drum) and its validity;
- Incoterm and named place;
- Packing, unit count and net weight per unit;
- Document set, named;
- Lead time, counted from a stated trigger;
- Conditions, if any (for HFCs into the EU, the quota and REACH position of the importer of record).
Anything that needs a second email to interpret is not yet an offer.
FAQ
What should an enquiry for refrigerant or chloromethane supply contain? Eight items: product and grade, quantity basis (per container, per cylinder, per drum or per IBC), packing format, destination port or city, Incoterm and version with named place, who the importer of record will be, the document set required, and the date the goods are needed.
Why does the packing format have to be in the enquiry? Because the format sets the net weight, the number of units and the handling count — 20 t is 80 × 200 L drums, 16 × 1,000 L IBCs, or one ISO tank. An enquiry without a format comes back with an offer the buyer cannot compare.
Why name the importer of record at enquiry stage? For HFCs into the EU, quota and licence sit with the undertaking that places the goods on the market. Naming it early tells the supplier which documents the file needs, and prevents a shipment being packed against a duty that was never on the supplier’s side.
Should the enquiry ask for a specification or a COA? Both, at different times: the specification sheet shows which parameters are contractual; a redacted COA example shows what the certificate will state on the day.
What does a usable offer look like? One page: price with its basis and validity, Incoterm and named place, packing and net weight, the document set, and the lead time counted from a stated trigger.
What we can provide
Send those eight items and the group’s operating companies will return a quotation in that order — price basis, Incoterm and named place, packing with unit count and net weight, the document set, and the lead time from a stated trigger — with any condition stated rather than implied. Where the destination is the EU and the product is an HFC, the quota and REACH position of the importer of record is confirmed before the volume is committed.
Who contracts and ships: every shipment is contracted, invoiced and shipped by the group operating company named on the quotation and on the documents for that shipment. This page is the group’s technical reference material; it does not itself contract, invoice, or act as shipper of record.
